The jus ad bellum — the international regime that governs cross-border force — is an enigma. The regime is foundational to the global order and has been remarkably resilient over time. And yet, it is deeply discordant, even incoherent, in its operation. A few use of force norms are settled and robust. Although states occasionally deviate from these norms, the deviations are widely viewed and treated as legal violations.

Genetic science and its clinical applications are advancing at an accelerating pace. However, they bring new ethical concerns over privacy along with practical concerns over the use and interpretation of genetic information. Kline School of Law in March explored the intersection of genetic science, law, and ethics to seek insights across disciplines on ways to balance scientific progress with these concerns. Experts in each of these fields focused on the distinctive benefits and risks of large genomic databases that provide powerful tools for advancing research and treatment but pose growing threats to the privacy of individuals whose genetic information they store.

Posner is known for his scholarly range and for writing on topics outside of his primary field, law. In his various writings and books, he has addressed animal rights , feminism , drug prohibition , same-sex marriage , Keynesian economics , and academic moral philosophy, among other subjects. Posner has generally been identified as being politically conservative; however, in recent years he has distanced himself from the positions of the Republican party, [8] authoring more liberal rulings involving same-sex marriage and abortion. After clerking for Justice William J. In , Posner accepted a position teaching at Stanford Law School. He was a founding editor of The Journal of Legal Studies in He served as Chief Judge of that court from to but remained a part-time professor at the University of Chicago.

As this article argues, federalism was practiced in a particular institutional context in the period between the Revolution and the Civil War, one built on the overlapping jurisdictions that defined the colonial legal order. States and the federal government shared authority with localities, where governing business often was done in legal venues. With authority so widely dispersed, different bodies of law operated simultaneously in different parts of the governing order, a situation that has been obscured by the fact that not all were documented in writing. In particular, those bodies of law operative at the local level gave people without the full range of rights more access to arenas of governance than has been assumed in the historiography, although access varied widely. The implications recast our understanding of all Americans' relationship to governance in this formative period of U. American animal shelters house between six and eight million dogs and cats each year. The question of what to do with millions of healthy but unwanted animals has animated sheltering from the start. Responses reveal how the presence of animals in society shapes institutions, laws, and policies. Pounds emerged to resolve the problems posed by stray animals. Concern for animal welfare created the need and justification for shelters, as humane alternatives to the pounds. Trends in pet-keeping and veterinary medicine shaped twentieth-century sheltering practices, as shelter populations evolved from strays to unwanted pets. Recently, criticism of high euthanasia rates engendered no-kill shelters.
